THE INTEGRATED DEVELOPMENT PLAN

The Integrated Development Planning (IDP) framework requires municipalities to provide operational strategies that 'align the municipality's resources for the realisation of its development objectives . . . ' (Local Government: Municipal Systems Act, 1998 (Act 117 of 1998) Section 28(c)) and must include a medium-term financial plan setting out 'how the capital and operational expenditure . . . is matched by its revenue-raising strategy' (Section 29(b)).
If due regard is paid to the sustainability of the infrastructure created by these development plans in a manner that conforms with the requirements of the Municipal Systems Act, municipalities must provide for the long-term maintenance and management of their newly created as well as their existing assets.
Clearly, a structured approach and methodology to infrastructure asset management are required that address the needs of South African municipal infrastructure managers. Infrastructure management plans will play a vital role in allocating infrastructure resources in the most sustainable and cost-effective way to achieve IDP goals.
